Policy DocumentsThe Individual Budget Pilot Programme began in April 2006 and ended on 31 December 2007.

The programme was a partnership between:



The government said it would pilot individual budgets with a view to rolling them out nationally should they prove successful. This commitment was made in a number of policy documents:

Between them, the policy documents said that Individual Budgets would be piloted for older people and disabled people, including people with learning disabilities, people with physical or sensory disabilities and people with mental health needs.
